How to build a B2B cold calling list in Singapore

Build a B2B cold calling list in Singapore from the ACRA register: choose accounts, pick numbers inside the DNC rules, and keep the list clean.

A cold calling list decides most of a calling session before anyone picks up the phone. Dead numbers, closed companies and personal mobiles that should never have been dialled all cost rep time, and in Singapore the wrong kind of number can also put you on the wrong side of the Do Not Call rules. This guide covers how to build a B2B calling list that holds up: start from the company register, choose which numbers belong on it, record what you need to answer a complaint, and keep it clean once calling starts.

Already have a list? Call Queue in HuntSales works through it call after call, leaves out Do Not Call and suppressed contacts, and logs every outcome.

HuntSales calling features

Start from companies, not phone numbers

Decide who to call before you worry about how to reach them. Every Singapore entity registered with ACRA has a Unique Entity Number (UEN), and the free Bizfile search and ACRA's open data give you the entity name, UEN, entity type, registration status and registered address. That is enough to build an account list by industry (SSIC code), company age (incorporation year) and status, and to drop companies that are struck off or dissolved before they waste a dial. Our guide to ACRA registry data for prospecting covers the filters in detail, and the free UEN lookup confirms a single company in seconds.

Phone numbers are not part of the register. That is no loss: a company list built from the register is current, complete for your segment and free, and you add numbers to the accounts you actually intend to call. Building the other way round, from a pile of numbers back to companies, is how lists end up full of businesses that closed two years ago.

Which numbers belong on a B2B list

Number typeDo Not Call positionOn the list?
Company main line or switchboardA call to an organisation for its own purposes is outside the DNC rulesYes, the first choice
Direct line published by the companyUsually a business line; check it if it may belong to an individualYes, with the source recorded
Personal mobile used for workRegistered to a person and may be on the DNC RegistryOnly after a DNC check, or leave it out
Number from a bought or downloaded listUnknown origin and unknown typeNot until you know what it is

The business exemption in paragraph 1(g) of the PDPA's Eighth Schedule is what makes B2B calling workable: a marketing call to an organisation, for a purpose of that organisation, is not a specified message, so the duty to check the register does not arise. Both halves have to hold. A call to a company line about something the company would buy fits cleanly. A director's personal mobile is the grey area, because many owners use one number for everything. Where a number may be personal, check it against the No Voice Call Register first. A check result is valid for 21 days, and each organisation gets 1,000 free checks a year. Our guide to the Singapore DNC Registry covers the exemption, the costs and the penalties.

The columns every calling list needs

  • Company name and UEN, so every row ties back to a real, live entity
  • The number and its type: company line, direct line or mobile
  • Where the number came from and the date you found it
  • The DNC check result and its date, for any number that is not a company line
  • Contact name and role, where you know them
  • Last call outcome and the agreed next step
  • An opt-out flag that stops every future call and email to that person

The source, date and check columns look like admin until someone complains. Then they are the difference between showing exactly why a number was called and having no answer. They also make the list easier to work: a rep who can see that a number is a switchboard found last week calls it with more confidence than one dialling an unlabelled string of digits.

Why free calling lists cost more than they save

Free lists circulate as old spreadsheets, directory exports and downloads, and they share the same problems. Nobody knows when the numbers were collected or from where. Company lines and personal mobiles sit side by side with nothing to tell them apart. Companies that have since closed or moved are still on them. And because they are free, every other team selling into your market has already called the same numbers.

The cost shows up in two places. The first is rep time: each dead number, wrong company or gatekeeper who has heard the pitch three times this month is a dial that produced nothing. The second is compliance. A personal mobile on the register, called without a check, is a breach whoever supplied the number, and the PDPC publishes its DNC enforcement decisions with names attached. A smaller list you built from the register, with numbers you can account for, produces more conversations per hour than a large list you cannot.

Keep the list clean once you start calling

  • Log the outcome of every call against the contact, so nobody redials a number that has already told you no
  • Treat an opt-out as immediate and permanent across the whole team, not just the rep who took the call
  • Re-check any personal number against the DNC Registry once its 21-day result expires
  • Re-check entity status each quarter and remove companies that are no longer live
  • Record new numbers with their source as you find them, rather than in a side spreadsheet

Most calling programmes send an email after a good conversation, and that email sits under different rules. The DNC Registry does not cover email, but a follow-up sent in bulk to people who did not ask for it falls under the Spam Control Act, which expects a working unsubscribe link that is honoured promptly. Selling beyond Singapore? Registers and calling rules differ by country, and B2B lead generation in APAC, country by country covers Malaysia, Indonesia, the Philippines, Vietnam and Thailand.

Common questions

Can I buy a cold calling list in Singapore? You can, but buying a list does not transfer responsibility for it. You are still the one making the calls, so any number that may be personal needs a DNC check before you dial it, and you should know enough about how the list was compiled to be comfortable using it. Treat a bought list as a set of leads to verify, not a list ready to call.

Do company switchboard numbers need a DNC check? A marketing call to an organisation, for that organisation's purposes, falls outside the DNC rules, so a genuine company line pitched with a business offer does not. The check matters for numbers that may belong to an individual, such as a director's mobile.

How often should a calling list be refreshed? Re-check personal numbers against the register when their 21-day result expires, and re-check company status each quarter. Outcomes and opt-outs should be updated as calls happen, not in a weekly clean-up.

This is general information, not legal advice. For a specific calling programme, especially one that includes personal mobile numbers, take advice on your own facts.

Where HuntSales fits

HuntSales covers the list and the calling in one place. Companies Search covers the full ACRA register free on every plan, filtered by SSIC industry, status and incorporation year, so the account list is a query rather than a project. People Search finds decision makers by title and seniority, with a free match count before you spend. On Hunter and Apex, the built-in softphone dials Singapore numbers from your local number, and Call Queue works a list call after call, leaving out contacts at the Do Not Call stage and suppressed contacts, with every outcome logged on the contact. HuntSales does not check the national DNC Registry for you, so check personal numbers at dnc.gov.sg first. If you would rather someone else made the calls, see our B2B telemarketing services in Singapore, or read the click-to-call buyer's checklist if you are still choosing a tool.
